FILE-EXIST doesn't seem to work inside "Rule:". As example, the following task always say "File exists" even though "C:\nofile" doesn't exist. (Start task manually.)

NoActive
Rule: FILE-EXIST: "C:\nofile"
Action:
    MSG: "File exists."
)#


But FILE-EXIST works with "IF". The following task will not say "File exists".

NoActive
Action:
    FILE-EXIST: "C:\nofile"
    IF
        MSG: "File exists."
     THEN
)#
